Let's fix...
Social Security
First and foremost, fraud remains a threat to both programs at individual and corporate levels. The investigative agencies in each program must be allowed to pursue those that are defrauding American tax payers without interference from politicians. Fraud, waste, improper payments and abuse cost tax payers tens of billions of dollars annually.
The 120th congress must demand that the Congressional Budget Office develop and publish a study to determine its true financial state independent of the partisan rhetoric. Americans need to know the truth about a system that is the only income for a lot of retirees.
Increase funding to these programs through the following modifications. Eliminate the limit of $184,500 where the FICA tax stops being collected. Retain the benefit cap that is in place that limits the social security that is collected by the highest wage earners. What is often overlooked when talking about FICA taxes is the equal contribution made by the employer. To offer relief to employers, a corporate pay disparity coefficient will be created and applied. For companies that reward their executive teams at levels much greater than their lowest earners, their multiplier will scale up starting at 1. If a company rewards their workforce in a more equitable measure, their multiplier will start at 0.85 and scale downward as disparity drops. This will benefit small businesses while causing boards of directors to rethink the value of their executive teams compared to their most vulnerable employees. All forms of compensation, not just wages, will be used to determine the disparity. Once the program is funded, then the coefficients will be adjusted downward keep from establishing a surplus with tax payers money.
